I can't speak for every SP, but many J-girls come here via the same "agent" and they are distributed among several local agencies like GG, icandy, Muse, ASB, etc. I know that many of them move onto other cities and countries as well. What I've heard is that if the girl isn't getting customers at the current agency for whatever reason, they can get moved to other agencies in Toronto or even other cities.
Its all about money. I've noticed girls staying longer than the initially stated 2-weeks at an agency. I've seen girls simply disappear from one agency and then pop up at another one the next day with almost the same photo and ad. Rare, but I've also seen a girl disappear, but reappear at the same agency under new name and slightly different photo (same girl).
I think it is almost pointless to keep track of these J-girls' movements since they never stay long (average 2 weeks?) and almost never come back. Best to just visit one that catch your eye based on their photo/ad and recent reviews. Interestingly, these short-term J-girls are more often using real photos than the Koreans or Chinese...
